Effects from Immigration Demand to Immigration/Illegal Immigration are ‘(Immigration Rules) * (Immigration Demand)’ and ‘1 - (Immigration Rules) * (Immigration Demand)’ respectively. So, These effects sum up to 1(=100%) regardless of the demand or the rules.

I think that these effects should sum up to ‘Immigration Demand’ instead of 1, making a change like below.

Is this why you can have 0 immigration demand but very high illegal immigration? That always struck me as an odd combination.

I believe so and it is likely to be fixed in the next patch.
