A way to make the game more challenging

Right now it costs nothing to set the slider wherever you want it when implementing a policy. Mostly it makes sense to put the policy at full when implementing it. This limits game space and the point of having sliders in the first place and yhou get extreme policies on the cheap.

I propose that the slider can only be set in the first third when implementing a policy. This makes extreme policies much more expensive, as they should be and gives more “space” in which to make decisions and play the game. It makes a policy slider mean something now by making it necessary to move across it.
