If you mean government simulations, the only one I know of is Hidden Agenda. It was released in 1989, and provides a reguarly accurate simulation of a “banana republic” society with all its conflicting elements. You choose ministers of different political standpoints, try to reconcile the unreconciliable–and stay in power for your term.

Other than that, everything I’ve played over the years has been on the macro- government level, rather than the micro-, even if the Democracy titles carefully hide the details to keep it fun.
