Yep, in light of the dilemma, I made my lowest ban multiple use. It could be changed to min at single use, which would prevent the dilemma from firing.

I actually just finished today a hacky piece of code to fix the nonsense where ministers and donors would demand a plastic bag tax even after single use plastics were fixed. Its in the next update.
Hopefully that makes this whole plastics policy/tax mess a bit less messy at least…
