There should be a policy banning private housing, like other private industries. Private Housing should have some positives (boost to wealthy income, reduction in homelessness to some extent = etc.).
This only works if state housing is in play otherwise you’re prohibiting people from living in their own houses.

Gives players flexibility to be see what is to be basically mean, I guess? Or fully statist? There could be taxes and subsidies for Private Housing.

The ban also doesn’t have to be maximum, lower values could just be restrictions on speculation, or incomplete down payments for example.
