After leaving one of the policy-screens my game suddenly turned into this:
The UI is still functional, with everything being clickable at the correct place - but almost all symbols are gone. The symbols for “Next Turn”, “Quaterly Report”, “Voting-Graphs” and the “Bubble-Settings” appear when I hover over them, but are also hidden otherwise. This happened on the newest Steam-Build of the game.
