This is intentional. Robotics research grants have a fast-acting effect that lowers unemployment, because of the increase in employment in the field of robotics research and production. But they have a slow-acting effect that increases unemployment, because in the long run advances in robotics will make a lot of unskilled labor jobs obsolete. It’s part of what it makes such an interesting policy.
