The Cruiser Target Booster I & II modules appear to be “out of order” in the Fleet HQ upgrades.
Target Booster II is available for 220 Honor and is clearly superior to Target Booster I, available for 1,300 Honor.

I noticed that too, but at first i thought that due to the high power usage, the Target 1 might be a more ‘advanced’ model for when you start tweaking the ships to get that 5 power back so you can remove that extra generator so you can remove that extra crewpod… etc. 
Still… i think it’s a definite mistake.
