So the policy only seems to improve the mood of youth and parents, but doesnt decrease the bullying, according to the tool tip, or maybe that is because the bullying isnt yet a problem?
As you said. The game doesn’t show effects on situations that you don’t have. Maybe it should if you got a warning about that situation being imminent recently? I don’t know if that would be any clearer.
