Democracy 2 Demo Error?

Windows 7, with 1024 X 768 resolution but a regular VGA Graphics card, doesn’t support DirecX 9 or anything, but I just downloaded the Demo version and it’s not working, it also did it in the Windows XP Virtual Machine, any suggestions or fixes? Please! Thanks.

This just sounds like a lack of video card memory, or a card that cannot support the minimum features needed for the game to run
