In regards to terms ending: maybe make the election harder when you play past your term? Here in the USA we tend to swap from party to party once a President serves their term. I think it’d be an interesting way to “set” your own difficulty. With multiple terms, leaders can become more established, making them more popular and difficult to unseat.

For unemployment WRT to state employees, could you just make state employee membership affect unemployment?
I’d say bureaucracy should weaken welfare policy effectiveness as well, that’s a big issue over here in the States.

I think that may be confusing because we have a precedent whereby policies can directly affect unemployment, and thats seen as (i guess a bit weirdly) separate from the membership of each group. I wouldn’t want to change it for just one group, without changing all the others.
