I worry that this will negate the need for a good cabinet.
Because of political capital? cabinet members do not just provide capital, they also provide a boost to campaigning efforts during the election, and they boost opinions of two voter groups. Plus their effectiveness determines the cost of each policy to an extent.
I probably need to emphasize this more.
