Does Bureaucracy compensate the number of UNCANCELLABLE?

Just a short question, does Bureaucracy situation take the number of total UNCANCELLABLE policies into consideration so that adding more of them through modding or future DLCs don’t make it way too punishing for players to deal with Bureaucracy? I’ve recently created a Digital Administration policy and it made me wonder about this matter.

Cliff said that everything ties to bureaucracy, now you could ask him whether that’s everything everything, or whether there are some exceptions.
