Exclusive policy

I would like to make a policy exclusive for certain countries. Oil drilling, this must have awfull effects on the air quality and piss off enviromentalists :slight_smile:

there is already an exlcuisve dilemma for alaskan oil drilling as I recall. It only applies to the US obviously :smiley:
