Change code to allow Research centers, design centers and other facilities to be placed anywhere on the map not only in office (green) space. Just download the files and replaced all.

Extract Files to game file location\data\simulation\facilities
(to first get to game file location right click on the game icon and select file location.)
Launch Game and Enjoy.
