fix German namefile + realism mod

As a German native speaker I feel that the names are not representative, this really decreases the feeling of realism. I added some old-fashinoned names to the name file, deleted names which are plain silly (Moeppel for instance) und added missing Umlauts.

Much to my dismay, the game cripples names with ‘special’ characters, rendering the common German surname Müller to Mller.

That’s only an annoying workaround. I may sound exaggerated, but I think that the noninclusion of “non-standard characters” is either a sign of ignorance or disrespect as its implementation is only a matter of hours.
