[Fixed 1.03][Bug 1.02] Getting New vehical design menu above the settings menu

Issue game softlocks, ignores all button clicks, when you have the settings menu open and a new design is exported.

How to reproduce.

1.Start a new factory.
2. setup production that will export a car.
3. open settings.
4. wait for new car design dialog.

The car dialog box overlays the screen blocking the settings menu from being clicked. The controls on the design dialog do not respond.

Yikes. I think the most obvious fix here is to auto-pause the game when the player launches the settings menu, I can’t imagine that being undesirable.

fixed in 1.03:

  1. In game settings menu now pauses game, and some other menus now pause and resume previous speed when closed.
