[Fixed 1.55 Unstable Branch][Bug 1.54] Buy price is Zero

I have noted the following behavior on items such as offices and power plants.

1. Place a blueprint down on the factory floor or office
2. Left click on the blueprint and select “Buy”
3. The blueprint will convert to a fully functional office/power plant which has a resale value but cost nothing.
