Gameplay Bug: saving design with empty slots moves modules

Saving a design with empty slots causes the modules to change slots, sometimes in a way that puts a weapon module in a non-weapon slot.

Steps to reproduce:

  1. start game
  2. ship design
  3. change hull to Federation Falcon Fighter Hull
  4. add torpedo to weapon slot
  5. save design
  6. the torpedo has been moved to the higher slot, so place another torpedo in the now-empty weapon slot

I like my ultra-bombers, but I’m figuring you don’t want to allow this :wink:

BTW, the panther cruiser hull allows much more of this.
