The issue is that your ukmegamodbeta.txt file has the wrong path, the mod folder needs to be placed on the Democracy 3 Directory and the path must only say “ukmegamodbeta”

Mod Folders Directory: C:\Program Files (x86)\Steam\SteamApps\common\Democracy 3\ukmegamodbeta
Mod Text File: C:\Program Files (x86)\Steam\SteamApps\common\Democracy 3\data\mods\ukmegamodbeta.txt
