The homeless dilemma should be in the game. If there is no State housing or State aged care housing or little of it, there will be a homeless crisis in the real world.
If the state has been increasing people’s incomes through other means, or restricting too much home ownership, this might not happen even without state housing or state aged care housing.
Aren’t all of those situations imported from Democracy 3/Democracy 3 Africa already? Be right back.
Any other things which feed into it? I think that this is a situation that could resolve itself by private means, if the income is high enough!

I mean, I think this is why people still have homes. It looks like a very rare situation unless you are the one wrecking havoc.

In a sandbox game, I guess that we should allow players to wreck havoc.

Should also be a counter to city beautification, health and tourism too.
I wish we could give them a one way boat ride to North Korea.
