Mostly specific to UK playthrough:
We have an unelected House of Lords and there have been significant debates and changes made to this second chamber over history (hereditary peers change under Tony Blair for example). Discussion to move to a fully elected second chamber have been raised frequently, especially among smaller parties such as the Lib Dems and Greens.
This could be made on a sliding scale i.e removal of Bishops, limits to terms, fully elected etc.
Effects: Raise democracy, happiness for Socialists, lower happiness for patriots and wealthy.
Other suggestions:
- Ability to hold Citizens assembly on dilemmas (has been utilised successfully in Ireland for the Abortion debate)
- Ability to hold referendums
