Okay cool. Just a heads up, for now you can override policies and situations (maybe?) only. Unless you’re going total conversion, in which case I need to back up my /data/ foldier. And it’s going to be hard to develop; but I suggest we’ll start with the policies.
I think total conversion would be the best at this part.
And a total backup is needed of the Data folder.
I’m use to modding Paradox Interactive games and i don’t know how many times I’ve broken the game and been forced to re install. ^^ Now a day they have fully working mod directories.
At start we can do a total conversion. And if the mod dir works better later on we could go back to it.
But first of policies, i only need to get the voter group to be some what 40K like.
You could start up the process of making a mission. I have done a template witch I’ve been using for knowing how stuff looks like.

Your right about that ^^ We should use Adeptus Terra for Government employees. The thought i had before was that it was so much larger than just a planet. But due to everything pity much end up in Adeptus Terra i’ll use it instead.I was thinking on adding Imperial Cult for Religious and Cult Mechanicus for Enviromentalist. But i’m not sure ^^ But i think it would work… I’ll do that. ^^

Looks fantastic one idea that springs to mind with the imperial cult vs cult mechanicus is that whilst it would make sense for a disposition towards the latter to increase productivity I think that a heresy investigation emergency should arise if the imperial cult is too low.
Just thought of something: is it possible to change the names of the terrorist groups? Could swap in for some names of different imperial organisations and factions.
It is also determining the focus of the word from the beginning. If you select a Hive World or a Forge World. Cause forge worlds are controlled by the Adeptus Mechanicus while the other world is controlled by the Adeptus Terra, and a local Imperial Commander or Guvnor. Changing this during the game will increase suspension form the Inquisition and a good balance is needed to keep the Imperium to send a fleet your way.
Haven’t put that much taught on it. But yeah it is possible to change the name. But i don’t know how to use it good.

–increases when Imperial interests on your planet rises
–has negative effect on the local enforces (as they don’t like having the Arbites around) -
Psyker tithes (send Psykers to the Black Ships)
More = inquisition/imperium happy, people unhappy, reduced chance for chaos cults
Less = the reverse -
gambling (from card games to blood sports)
More = people happy, crime up -
interplanetary trade

allow Xenos trade
Income up (a lot), but relationship with Inquisition and other Imperials down -
construct space dock (for the Imperial Navy)

Just thought off another policy you could add.
Mutants.
The Mutants live in the underbelly of the hive cities, doing all the dirty work no sane person would like to do (like cleaning up the nuclear waste).
- Tolerant towards mutants: people happy (lower class mostly), as they don’t have to do the dirty work
- Hunt down the mutants: inquisition / arbites happy
