how to create policy icons

i know how to write the actual policy but i have no idea how to add the icons for them.
at the moment it is just a black box.
help please

You have to make a .dds file and put it in the bitmaps folder. I use GIMP to create .dds files.

There are also dds plugins for Paintshop pro and Photoshop, if you search for them (they are free). I use ARGB32 as the format for the DDS files, with all mipmaps turned on.
