It turns out modding works similarly to Democracy 3, so I went ahead and made a Hungary mod based on the previous one.
But in the current alpha version modding isn’t fully supported (data/svg and translations aren’t loaded, only if directly put into the game folder).
And modding may change entirely (potentially loaded from Documents/democracy4).
Feel free to report any bugs or suggest any changes.
