I bought Democracy 4 from Epic Games and all its expansion packs, but when I click on Mods in the main menu and then on Mods Available the game closes by itself and the Epic Games Launcher opens.

You didn’t answer me, but I already understood. It is not possible to install mods through Epic Games, only through Steam.
You must go to the game’s workshop in the Steam community, search for the desired mod and click subscribe. After that, the mod will appear in the Mod Browser list.
