Immigration Demand's output clogged?

So Immigration Demand is usually very high in all my games, but it seemingly doesn’t influence Immigration, until suddenly it does, usually when I first mess with Immigration policy. In the screenshots below, you can see Immigration remembering that demand is high as balls and jumping up the whole graph one day. Strangely, this massive uptick did not occur when I changed the Refugee Policy, which actually gives inputs to demand. I think something’s gotten stuck here.



What’s that about?

Did you change immigration rules in the turn it spiked?

Yes I did, though that policy no longer influences demand or immigration. Maybe it does in the background?

Currently:
Legal immigration imput to immigration=immigration demand x immigration rules
Illegal immigration imput=1 - immigration demand x immigration rules
