The player’s party should begin with some support and at least 50% of the vote - or how else did it get elected? Did it come to power in a military coup and is transitioning to democracy? Was it a government appointed by a former colonial power and will be fully independent at the end of the first term?
Not a popular idea, I take it. Well, logic rarely is.
