linear vs. dimishing return / normal distribution

Hi all,

starting out with modding democracy 3, I’m a bit perplexed. Is it correct, that all effects are applied lineary? Thus a 0.06 effect reduces the problem by 0.06, and once you reach 0 no reduction will do anything anymore?

If that’s true, did anyone yet look into the option of using a normal distribution yet, with dimishing returns? After all, as a simulation that would be the “most natural” way to simulate reality.
