I am not sure how to mod countries, but with Mexico in the news because of their election, I think it would be an interesting choice. They have a six-year presidential term (nonrenewable though in game it obviously would be), major social divisons, declining (but still quite high) rates of povery, rising slight (but still very low) rates of equality. I think it would make an interesting scenario.
