Minister effectiveness changes coming

Just added a feature where the ministerial effectiveness is spread over the previous 3 turns, so there is no more sudden mega-crash in effectiveness after getting fired/resigning. Also added UI to show suitability for a job when hiring.

Glad to see inertia getting introduced to the ministerial effectiveness. Inertia of 3 turns sounds reasonable.

Regarding suitability meter, while I’d still prefer more indirect approaches, I agree this would be an improvement.
