Minister experience seems too powerful

I’m playing as Germany, and well into the game. My tax minister just resigned, and I went from a deficit of 4 billion Euros per quarter to 55 billion. I’m sure there is going to be some amount of chaos and duplication of effort when the head of a department is changed out, but this is ultimately one person in charge of an entire arm of the civil service. The civil servants didn’t all forget how to do their jobs just because there is a new minister. 200 billion euros per year of lost revenue because of a new tax minister seems like too much to me.
