There’s homelessness already, human rights act is actually present in Democracy 3 Africa, interesting.
Prisoner rehabilitation already exists if you increase the prisons to the max and set the prison to have a gentle method of containing the inmates.
I’m not sure about early childhood education… do you mean like kindergarden?

Early childhood education is a combination of childcare and kinder garden with university educated early education teachers.

Disposable income and wealth inequality are already simulated in game, so I’m not sure whether adding GDP Per Capita would be worth the extra complexity.
Otherwise, this seems like a pretty good list of new policy ideas.

Mothers Allowance exists in the Child Benefit and to a lesser extent Maternity Leave
Early Years Education exists in Childcare Provision
Vocational Education exists in both Technology Colleges and Adult Education Subsidies
