Not sure if it’s my particular configuration, but some sounds like placing the stations are absolutely ear shattering. Same for the sound that is played when you delete a game save.
I can go more in-depth if this required but at the moment I have my sound effect slider at about 10-15% for it to be ok. On most games and while watching videos I can be at 100% software sound.
Effects that are okay include rotating stations, passing my mouse over build options, the click that is heard when opening menus, etc.
