It seems that “Make Servos” produce up to 4 servos at once using 2 steel.
Yup thats intentional, there isn’t much steel in each one 
Maybe that should be shown to the player?
PS.: The same with employee wages. Otherwise its really hard to pre-calculate requirements and costs.
