Oil price and motorist membership

I’m a few terms in and looking over what voter blocks are how big and like me how much, normal D4 player things. I noticed that Motorists are 84% of my population despite me having spent lavishly on public transport. Among the inputs to the membership of this group is oil price giving an 18.21% boost, yet electric car transition is 100%.

I suggest to @cliffski that the oil price input to motorist membership be mitigated by electric car transition.
