I accidentally missed adding the “Fit Dashboard” step when I broke out Fit Accessories. Turns out cars will roll on to Fit Electronics just fine without a dashboard 
It’s not a “bug” as it’s doing exactly as the game simulation files describe:
The Fit Electronics slot only needs a “fit windscreen” applied to the car to work, so both the Fit Aircon and Fit Dashboard slots are completely optional.
