Currently governing via advertisement really has no down side. They’re cheap to fund, low PC cost and produce strong returns relative to investment. I usually spend much of my first term implementing all the ad campaigns because why not.
What if, as in real life, constantly being advertised to annoyed people? Say you want to watch a video only about whatever topic interests you, but wait, first you have to watch a 15 second unskippable ad from the government telling you how to live your life.
I propose that every ad campaign at full strength produces a -1% to “Everyone” opinion of the player.
