One of the reasons PC was changed was to encourage more moderate changes instead of players setting a policy to max or minimum. However, by rounding up, the game still encourages buying in bulk albeit not to the same extent. I think a simple change would be to have the policies round down. This makes it more “profitable” to enact small changes as bigger changes cost slightly more.
