I have been advocating for Democracy 4 to have a more complex population policy for several years. The link provides some information on how to do this.

Yeah, Population and demographics probably could be added to the game. The PDF seems to be talking about immigration controls and discouragement of large families. Both of these policies are already in the game, so maybe some more granularity? I know other people have suggested two or three child policies for the game.
