Logical ? When foreign relations are at their best there is no reduction to international trade.
What do you propose it should be ? I already made that mod for you to rectify this issue.
Keep in mind international trade has far more to do with productivity and other factors because no one is going to be buying stuff from a country where they get an unequal deal or things are too expensive etc.

For example: high foreign relations leads to the EU, EU membership leads to increased trade. Low foreign relations leads to leaving EU, leaving EU leads to lower trade. Same way, foreign relations should be defined (what should a percentage of foreign relations mean, integration, union, confederation, etc.) and what is the realistically equivalent increase in trade?
