I noticed in the patch notes that some car related policies are going to scale with car usage. Does this mean that I will no longer be able to create more environmental good with car policies than the harm caused by cars?

I believe that the more environmental car policies with scale with car usage which will probably stop the GDP = Instant boost into cars and destroys the environment.
As from what I’ve seen with the current green car policies, they don’t scale at all with the car usage except the electrical cars.
