Scenario request: blank template

Greetings,

I’ve been playing this game since Democracy 2 in 2009, and I love it. However, my favorite feature of the game was a country mod called Cyra, which was basically a blank template with tons of problems and little to no policy enacted. This was a hoot.

Would you incorporate such a scenario/country as a standard feature in Democracy 4 please?

May you describe this Cyra mod more? What differentiate 'em from the other countries?

I think Cyra was a country in D2, not a mod.
