There appears to be a bug in the relations between “skills shortage” event and the “education” index. The description for “skills shortage” says, “The modern economy is increasingly skills- based and our citizens just aren’t educated enough to take their place in the modern workforce.” Yet, if you look at that relation, higher “education” leads to a larger draw on the “skills shortage” index. I would think this should be the other way around. The higher your “education” level is, the lower your “skills shortage” should be.
