This policy has two negative modifiers to motorist happiness that take effect when you implement it. I’m guessing that one of them is supposed to be a motorist income reduction or motorist membership reduction rather than a happiness reduction?
I see the same thing; it’d be easy to correct if we knew where the second one is supposed to point to… I’d guess income, but what do I know
