Speed Limits Dilemma Germany

There is the dilemma of raising speed limits making motorists happy or making no change.
However in Germany there are no speed limits on highways and very high speed limits on regular roads. So it might make sense to switch the options to lowering/implementing speed limits and changing nothing and switch the effects on the groups accordingly. That would reflect the political debate in Germany better. As the debate is a very important and controversial topic in German politics it could also be realistic to increase the strength of the effect of the dilemma on the different groups.

Interesting. I thought the autobahn did now have speed limits? I just googled and read that only 12% of the autobahn is totally unlimited?
It would certainly be possible to add a modifier that makes the existing speed limit dilemma much rarer in Germany,
