Spy Agency Expenditure should increase tech. This is self-evident (such NSA’s PRISM surveillance, requiring advancements in Signals Intelligence/SIGINT), so I won’t be including proof of this. Or the most obvious technical improvement, the internet, from ARPA (now DARPA).
