Stuck at "Please Wait..."

When I start up Democracy 3, after the loading screen at the main menu, I’m stuck at the Please Wait… loading bar at the bottom. I can’t click anything, the only way for me to quit is Alt+F4. I let the game sit there for 10 minutes, no change.

Things I tried:

  1. Deleting all subscribed mods
  2. Verifying integrity of game cache
  3. Deleting all local files manually and redownloading.

No solution; same problem. I’m running the game on v1.10, Steam, Windows 7 x64.

Magically fixed itself when I started it up this morning.
