The input here is currently linear. This doesn’t make much sense at lower levels. If I have laws against smoking indoors in public places there really is no way for organized crime to profit from that. When I suggested making the tobacco ban input to organized crime I meant that if the ban was strong enough to restrict access to purchasing tobacco that organized crime would start selling it. At low levels this link should be basically non-existent, but curve upwards at higher levels.
