With the addition of the improved tracking, two howitzers definitely outshoot a cruiser laser in a straight up blastfest.
The real limitation of the cruiser laser is the power cost… It’s possible to design a cruiser where you have a choice between one cruiser laser and four howitzers. Efficiency ultimately comes down to the ship and what resources you have spare.
